Officer Carmen William DeCruz went on a small car chase with Michael Lorenzo Dean, not too long, just enough to get rightly pissed off. The Officer eventually managed to block Dean's car's way, at which point Officer DeCruz walked up to Dean's window and confiscated the car keys.

Officer DeCruz grabbed the keys with his left hand and shot Dean with the handgun in his right hand, all in plain view of his dash cam and body camera.
